Job Description

Welcome to Saskatchewan will be a settlement mobile app designed to help immigrants and refugees to achieve a smooth and successful transition into their life in Canada. The mobile app will help newcomers to be able to access information on immigrating to Canada in a centralized fashion.


ISC is seeking to contract an experienced IT Consultant to take the technical lead role in the discovery and solutioning for the project. This role will work extensively with the internal development team, external technical consultants, content lead and external customer stakeholders.


 The role is expected to work 37.5 hours per week from Monday to Friday; however, there will be times when early morning or evening work is required to meet deadlines.  The position’s contract will be 3 months to begin, with the possibility of extension.  



  • Works with team lead, internal and external development, content, communications, and stakeholder teams to provide architecture, functionality, and roadmap recommendations & guidance as well as executive-level presentations

  • Performing analytical activities including system proposal, user interviews, project plans, system documentation, system interface, web, screen, report, file and database design, as well as program specifications

  • Works closely with the content, partner, platform, and technical teams in the gathering of specific requirements, the creation of wireframes and prototypes, feature ideation and design and development of the mobile application

  • Provides guidance on interoperability of the mobile application with existing and legacy applications and data sources

  • Leads cross-functional teams that address strategic business issues

  • Assists in the design/development project plans, including work breakdown and resources estimates

  • Assist in the development, implementation, and enhancement of technical solutions for the mobile app

  • Provide technical expertise and advice for the integration of other applications into the mobile application and Salesforce solution

  • Leads the discovery, requirements gathering, user stories, development of user personas, creation of documentation for the development team including data requirements, user security and privacy requirements, application requirements, development of application roadmap, and integration with existing systems.


Knowledge, Skills And Abilities

  • Expertise and knowledge in SaaS solutions and mobile application development for iOS and Android platforms

  • Strong consulting and project management skills and experience in the software development, application development or mobile spaces

  • Ability to lead technical discussions with technical team and also skilled at gathering requirements, liaising and delivering for internal and external project stakeholders

  • Ability to understand and translate user requirements, business needs into development and implementation plans

  • Strong understanding of and ideally some experience in developing with web languages and technologies (HTML, CSS, JavaScript, PHP, Apex etc.) and use of CMS and LMS

  • In-depth understanding of the capabilities and constraints of the Salesforce platform preferred

  • Ideal candidate is experienced in Salesforce with preference given to the following skills and experience

    • Salesforce administration

    • Salesforce development

    • Experience in design and development of Salesforce apps

  • Experience in working with learning management systems such Moodle an asset

  • Strong knowledge and experience in database applications with a focus on MS SQL and MS SQL Server, MySQL

  • Experience in data driven reporting, analytics and dashboard creation using Spitfire, PowerBI or similar an advantage

  • Experience with any of the following considered preferred: Azure data platform, Salesforce data platform

  • Knowledge of web hosting technologies and platforms (Azure, AWS) an asset

  • Excellent English language written and verbal communication skills

  • Excellent interpersonal and organizational skills

  • Willing to work remotely and in person as needed

  • Available to work occasional evenings and weekends during peak periods


  • 5+ years of experience in a Technical Lead role, including experience with design and development of web, mobile or Salesforce systems, including integration to other back-end systems

  • 5+ years of experience in Project management practices, and ability to contribute to design/development project plans, including work breakdown, resource estimates, and status reports

  • Excellent communication, interpersonal and organizational skills
